These workforce adjustments, subject to approximately three weeks of negotiations, represent the latest step in Veikkaus' multi-year preparation for Finland's transition to a liberalized gambling market commencing 1 July 2027.

Strategic Organizational Transformation

This latest restructuring builds upon Veikkaus' foundational May 2026 decision to establish two distinct subsidiaries - one focused on maintaining exclusive operations and another dedicated to competing in the newly open, licence-based market. The operator has positioned itself as both a market participant and incumbent by submitting licence applications through its private entity structure, joining approximately 50 other gambling companies seeking entry into Finland's regulated market before the June application deadline. The organizational changes reflect Veikkaus' recognition that its historical monopoly position will no longer guarantee market dominance when international operators gain legal access to Finnish customers.

Leadership Realignment and Technology Modernization

Veikkaus' transformation has included substantial leadership changes, most notably the elimination of the deputy CEO position late last year when Velipekka Nummikoski transitioned to a new role. The operator has simultaneously invested heavily in technological upgrades, including the strategic migration of its sportsbook backend from DraftKings to OpenBet's platform. In early August, Veikkaus strengthened its executive team with the appointment of Chris Armes, a former Scientific Games veteran, as executive VP of Gaming Technologies. Armes is scheduled to assume his Helsinki-based leadership role in autumn 2026, bringing extensive industry experience to oversee the company's technology strategy during this critical transition period.

Financial Performance Highlights Digital Growth

Veikkaus' interim report for the first half of 2026 reveals stable financial performance as the operator navigates its market preparation. The company recorded a 1% year-on-year increase in sales revenue to €471.3 million ($546.8 million), with operating profit rising to €227.7 million from €220.6 million in H1 2025. Digital channels drove this growth, representing 64.5% of total gross gaming revenue - a 3.6 percentage point increase from the previous year. The operator's registered customer base expanded to approximately 2,672,000 by June 2026, adding around 50,000 accounts year-on-year. While lottery and land-based gaming revenue remained steady at €317.9 million, the betting and iCasino segment grew to €151.6 million from €146.5 million, fueled by product expansion including new live casino offerings.

International Expansion Through Fennica Gaming

Veikkaus' international B2B subsidiary Fennica Gaming has emerged as a significant growth driver, with revenue surging 80.6% to €10.3 million in H1 2026 from €5.7 million in the comparable period. This performance follows Fennica's strategic expansion into 21 markets across three continents and multiple gaming verticals. The subsidiary's growth has been propelled by successful launches of eInstants and iCasino products in diverse jurisdictions including Italy, Canada, selected German regions, Mexico, the Czech Republic and Iceland. Fennica's 2025 acquisition of an UAE online supplier licence has further strengthened its international position, demonstrating Veikkaus' ability to compete beyond Finnish borders as it prepares for domestic market competition.

Preparing for Partial Market Liberalization

The Finnish gambling market's transformation follows the January 2026 ratification of the country's new Gambling Act, which will partially liberalize the sector from July 2027. Under this framework, Veikkaus will lose its monopoly on betting and iCasino products while retaining exclusive rights for lottery games, scratchcards, slot machines and physical table games. The company has committed to substantial market-based compensation payments for these remaining exclusive operations, estimated at approximately €1 billion over a 10-year licence period with significant upfront payments in 2026. Industry consultant Jari Vähänen, a former Veikkaus executive, has projected the entire business could achieve a valuation up to €4.5 billion following market liberalization, reflecting the operator's strong market position and growth potential.

Product Performance and Market Trends

Detailed analysis of Veikkaus' H1 2026 performance reveals important market trends as the company prepares for liberalization. Lottery games generated €254.5 million in revenue, up from €246.1 million in H1 2025, with digital lottery sales growing 9.1% thanks to the Veikkaus app and successful product launches like Milli in June 2025. However, slot machines and physical table games revenue declined to €63.4 million from €71.3 million, reflecting the ongoing reduction of Veikkaus' retail network and slot machine count. These trends highlight the company's strategic shift toward digital channels and away from land-based operations, aligning with broader industry movements and consumer preferences.
